Summary

With a growing, non–military population, positive civilian morale is aided by having patrols of peace officers. Particularly in a multi–race population, keeping the peace is sometimes just as comforting, or at least helps keep tempers calm, as keeping a system safe from attack. Police Cutters minimize the impact of morale damaging events.

Police Cutters negate one point of negative morale in each event that reduces morale. If the event originally gave only -1 morale, it now does not affect morale at all.

Example: A planet with a population of Tarkas has reached its civilian limit (-1). The civilization has Tarka Temperance (-1). It is at war with another civilization of Tarkas, and has just destroyed an enemy colony (-5). Normally, these morale events would lead to a morale change of -1-1-5 = -7, but because there is a police cutter in orbit, the population and temperance events don't change anything, and the colony destruction only gives -4, which is also the total negative morale change.

Multiple police cutters do not negate additional negative moral points — for morale purposes, the first cutter is all that matters.
