Summary
The Suul'ka Horde has no use for a conventional Diplomatic Station, as their culture does not support traditional economic and social interactions with inferior species. The Horde has undergone rapid social and political change over the past century, however, and many high-ranking officials have recognized that there is more than one way to acquire slaves, resources and knowledge.
Tribute Stations are designed to give heretics and slave races the opportunity to make themselves useful and earn favor in the eyes of the Horde. [1]
