The Empire Manager allows the player to monitor and adjust what the empire is spending its gross domestic product on.

Empire Manager Screen

This screen gives you a breakdown of your Empire's finances.

Various controls exist as well, to allow you to try and balance the needs of your Empire.


Imperial Finance

At the highest level of abstraction, your Government has only two categories in which to spend your Empire's income:

  • Research ( Purple )
  • Everything Else ( Green )

Research includes:

  • Researching New Technologies
  • Feasibility studies on potential new technologies
  • Researching new technologies
  • Researching Special Projects
  • Studying Random Artifacts encountered in various systems
  • Studying new life forms


Everything Else includes:

  • Operations against Enemy Factions
  • Intelligence gathering
  • Counter Intelligence
  • Mining stimulus
  • Colonisation stimulus
  • Trade stimulus
  • Ship Building
  • Station Building
  • Government Expenses
  • Colony Development ( Light Blue )
  • Fleet Maintenance ( Dark Blue )
  • Station Maintenance
  • Corruption ( Black )
  • Debt Interest ( Red )

Money allocated towards Research is usually spent completely, though in the event of a breakthrough you may find yourself with a remainder.

Money allocated to Everything Else can include provision for increasing your Treasury, both as a sort of rainy day fund and also because higher levels of positive treasury balance promote feelings of assurance among the civilians within an Empire that everything is bright and rosy, thereby improving Morale across your Empire.

This overview Pie Chart gives you an indication of your currently planned spend on various Empire activities and is useful to quickly check your changes while in the Empire Manager.

By Color:

  • Grey -- Government Spending on Security
  • Gold -- Government Spending on Stimulus
  • Dark Blue -- Government Spending on Fleet Maintenance, Station Maintenance and Ship Building
  • Light Blue -- Government Spending on Colony Maintenance
  • Purple -- Government Spending on Research
  • Red -- Government Spending on Debt Maintainance
  • Green -- Government Savings
  • Black -- Corruption


Government / Research Slider

Broadly adjust the income balance for the Empire

This slider is the highest level financial management slider for balancing Government Spending on Research versus Government Spending on Everything Else.

Purple for Research spending, Green for Everything Else.


Security Spending

Security Spend

The top slider here adjusts how much of your Government Spending on Everything Else is spent on Imperial Security.

The white mark on this line indicates what level of spend is required to reduce Corruption.

Operations

Financial commitment towards providing intelligence operations against other Factions.

Intel

Financial commitment towards providing intelligence gathering activities within other Factions.

Counter Intel

Financial commitment towards stopping intelligence activities committed by other Factions.


Stimulus Spending

Stimulus Spend

The top slider here adjusts how much of your Government Spending on Everything Else is given to various Civilian agencies for their own use.

Civilian built facilities and ships do not require Government Spending on Everything Else for upkeep but a failure to defend Civilian interests may result in Morale impacts.

Placing any funds into this slider until you have researched the required technolgies can be of limited value.

Mining

This slider allows you to allocate funding towards Civilians interested in Mining operations within your Empire.

If funded, Civilian interests will utilise this money in building Mining Stations at various locations around your Empire.

Requires researching the Mega-Strip Mining technology to activate.

Colonization

This slider allows you to allocate funding towards Civilians interested in moving to new and exotic worlds.

If funded, Civilian interests will utilise this money to settle habitable worlds that have not yet been claimed by Imperial interests.

Worlds colonised by these Civilians will not fall under Imperial control without Diplomatic effort on your part, and will thus not contribute to your tax base or industry without sufficient convincing. Conversely, neither do you have to carry the cost of keeping these colonists alive while they terraform their new home.

Independant colonies such as these are viable Trade partners though.

Available at the start of the game without researching anything further.

Trade

This slider allows you to allocate funding towards Civilians interested in roaming the stars as Merchantile entrepreneurs.

If funded, Civilian interests will utilise this money to build Freighters and place them into service at various Civilian Stations around your Empire.

Requires researching the FTL Economics technology to activate.


Savings This Turn

Savings

The top slider here adjusts how much of your Government Spending on Everything Else is being reserved for allocation to increasing the Treasury.

Current Savings

A reminder of how much money is currently in the Treasury.

Savings Interest

Positive Treasury balances garner a 1% interest increase.

Projected Savings

Indicates what the expected Tresuary balance is at the start of the next turn.


Research

Research Spending

Total Government Spending on Research is indicated here.

The box serves as a reminder for what technology, if any, is being researched at present.

Current Project

This slider allows you to adjust how much of the Government Spending on Research is being allocated towards obtaining results on the currently selected technology.

Special Project

This slider allows you to adjust how much of the Government Spending on Research is being allocated towards various Special Projects.

The Special Project budget can be further adjusted by Project under the Research screen.

Salvage Research

This slider allows you to adjust how much of the Government Spending on Research is being allocated towards various projects working on Salvage.

The Salvage Research budget can be further adjusted by Salvage under the Research screen.


Expenses

Expenses

This information box breaks down the various Government Expenses that are currently being incurred.

Note that this information is based on your existing Empire and thus will change as your Empire does.

Colony Development

Government Spending on Everything Else spent on keeping colonists alive despite the best efforts of the world the colony is on to kill them.

This is not money spent on terraforming those colonies, but on keeping the colonisation effort going while terraforming adjusts the world towards your preferences.

Note that this value does not factor in your choice to colonise new worlds this turn.

Fleet Maintenance

Government Spending on Everything Else spent on keeping your ships supplied and maintained.

Ships in reserve fleets cost less to maintain than ships in active Fleets.

Note that this does not factor in any new shipping whose build is completing this turn.

Station Maintenance

Government Spending on Everything Else spent on keeping your stations supplied and maintained.

Note that this does not factor in any new stations or station modules whose build is completing this turn.

Corruption

Government Spending lost to various Government officials.

Corruption occurs anytime a single Government Spending area garners a majority of your funding.

Spending on Security can reduce Corruption.

Debt Interest

If the Imperial Treasury is currently in negative balance or Debt, then this indicates how much of your Government Spending is being spent on interest payments.

Note that this is only Interest payments and does not include provision for decreasing the Treasury Debt.

Decreasing Debt is a function of the Savings slider.


Financial Commitments

Financial Commitments

This area lists the various commitments due to impact against your Treasury.

These total of these commitments include:

  • Government Expenses
  • Ships being built
  • Stations and Station Modules being built
  • On-going Colony Costs from under-developed Colonies

Ship Invoices

This area presents a list of the various ship invoices from all of your Systems.

Station Invoices

This area presents a list of Stations and Station Modules being built across your Empire.

Colony Costs

This area lists the various Colonies under development across your Empire.


Summary

Summary

This infobox lists various totals.

Government

Lists the totals of Government Spending on Security and Stimulus.

Research

Lists the totals of Government Spending on Research.

Expenses

Lists the totals of Government Spending on Colony Development, Fleet Maintenance, Station Maintenance, Corruption and Debt Interest.

Trade Income

Lists the total income from Trade Routes in your Empire.

Current Savings

Your current Treasury Balance.

Projected Savings

What you might expect your Treasury Balance to be next turn.


Colony Income

Colony Income

This box lists your existing colonies along with their individual incomes.

The number of Colonies and Provinces in your Empire is listed, along with the total income from your colonies.

Tax Rate

This slider allows you to alter the Tax Rate across your Empire, with a default minimum of 0 and a maximum of 10.

Note that lower Tax Rates can have a positive impact on Morale, while higher Tax Rates can have a negative impact on Morale.


Change View

Change to view Empire Finances or Government Type

These buttons allow you to switch between Empire Finances and Empire Government.
