Consulate

The second tier of Diplomatic Station development, a Consulate is a formalized Diplomatic base which can host ambassadors from one or more Races and Factions. It also provides basic Signals Intelligence. Consulate Stations can support up to 6 added Modules of all the same types as a Customs Station.
