Command Points (CP) define how many ships can be active on the battlefield at the same time. Command Points are divided into two pools: Regular fleets, which draw from command points generated by CnC ships, and defense fleets, which draw from command points generated by planets, stations and station modules.
6 CP is equal to 1 Cruiser Equivalent.
Regular Fleet Size
The Regular Fleet size is set by the size of the CnC ship that you have in the fleet. This number can be boosted by three technologies: Combat Algorithms, Holographic Tactics and Warmind. Additional CnC ships do not change this limit, so the only way to get larger fleets is to get larger CnC ships (or research the CP boosting technologies).
And note that Regular Fleet Command Points are for command only, not support. Naval stations and colonies can support regular fleets but not command them in combat. CnC ships can command regular fleets in combat but not support them.

Defense Fleet Size
The Defense Fleet size (in Command Points) is set by the size of the Naval Station in system, how many Command Modules it has on-board and if there is a colonized planet in the system. The numbers below are additive, so a Human system with a colony but no naval station will only have 3 defense fleet command points while that same system with a brand new naval station will have 9 defense fleet command points.
